<![CDATA[Amendment to the Nuclear Proliferation Act 2009]]>SECTION II. THE MAKEUP OF THE ENAA

  1. The ENAA shall consist of five four members, four two of which will be permanent members and one two of which will be selected by the European Council every 12 months. This single elected member must be a non-nuclear state and will vacate their seat if they obtain nuclear weapons. **Of the two elected members, one shall be a non-nuclear state, while the other elected member must be a nuclear weapon-licensed state. **

  2. The four two permanent members of the ENAA are as follows:
    a. The Aelir of the Kendro-Laatzenian Dominions of the Duxburian Union The Head of Government of the Duxburian Union
    b. The Prime Minister of the Apostolic Kingdom of Angleter The Head of Government of Inquista
    c. The Archbishop of the Most Blessed State of Inquista
    d. The Korojaunu of the United Dominions of Icholasen

  3. The nations that will have representation on the ENAA should assign their most powerful political figure to the role.

  4. To ratify a vote within the ENAA, a majority of 51% or greater of the present voting members is required. For there to be a valid vote, a minimum quorum of three members must be obtained.

Councillors, I am deciding to reintroduce this amendment to the Nuclear Proliferation Act 2009, this time with the sole purpose of finding a replacement to the Kingdom of Angleter. While I acknowledge the great work Angleter has always done in order to maintain nuclear security in the continent, their absence might be delaying the ENAA on its duties, such as approving new nuclear licenses. It is also negative for the European Nuclear Applications Authority not to have all its members vote on said licenses, and it is pointless to maintain a member state on the ENAA if it is not going to do anything for the organization.

I am once again proposing Inimicus as a nation capable of fulfilling the tasks being a member of the ENAA entail. The Empire is a nuclear power which has proved itself capable of keeping the European Union safe and has never used its nuclear weapons to threaten a country when things did not go as they wished them to go.

I hope that I am able to gather your support and that we can get the ENAA to be a working organization once again.

I'd like to also note to the Speaker that Cllr. Mizrachi-Roscoe withdrew their amendment, and if amendment voting is to be redone I would like to propose the following amendment if possible to be included. I understand this would be irregular but due to the holidays I hope this would be offered some consideration as it does stress some important updates to the act as the cited position of does not exist currently for that specific version of the Duxburian Union for example.
