      The President of the Commonwealth of Leagio hereby announces that by the authority granted to them by the Constitution of the Commonwealth and varies laws of the commonwealth that the following executive orders have been issued. These executive orders shall take effect by April 10th, 2025:

      Executive Order 2025-05:Establishing the FutureSkills Leagio Vocational Training Initiative

      Recognizing the urgent need to prepare Leagioans for a rapidly evolving green and digital economy, this Executive Order establishes the FutureSkills Leagio Initiative, a national vocational training effort to expand access to job-ready skills, promote workforce mobility, and reduce unemployment.

      The Ministry of Education, in coordination with the Ministry of Economy and Treasury shall: Design and launch a vocational training voucher program targeting green energy, digital technology, healthcare, and advanced manufacturing sectors; Partner with certified public institutions, provincial training authorities, and approved private providers; A pilot phase shall be launched in at least three provinces by August 2025; The Ministry of the Economy and Treasury shall reallocate up to 75 million EMUs from existing workforce development budgets to fund the pilot year; A bi-ministerial Task Force on Workforce Development shall be established to monitor, evaluate, and report on the program’s impact by March 2026.

      Executive Order 2025-06: Expanding the California-Leagio Academic Exchange Partnership

      Pursuant to Article II of the Westwood Accord between the Commonwealth of Leagio and the Republic of California, this Executive Order directs the expansion of academic and research collaboration to strengthen international cooperation and human capital development. The Ministry of Foreign and European Affairs, in coordination with the Ministry of Education, shall: Establish an Expanded Academic Exchange Program with the University of California and California State University systems; Fund up to 500 new scholarships annually for Leagioan students to study in California, starting in the 2026 academic year; Reciprocal funding and opportunities shall be made available for Californian students and researchers seeking to study or work in Leagio.

      The Ministry of Foreign Affairs shall report biannually to the President and Prime Minister on the progress of this initiative, beginning January 2026.

      Initial funding of 40 million EMUs shall be drawn from the International Education and Cooperation budget line, as authorized by the Council of Ministers.

      Executive Order 2025-07: Launching the Civic Empowerment through Education Program (CEEP)

      The Ministry of Education shall:

      Develop a national civics education framework for secondary schools, focusing on: Constitutional rights and responsibilities, Electoral processes, Government transparency, The rule of law and public ethics, Provide digital and printed curriculum materials by November 2025.

      All provinces are encouraged to adopt or adapt the national framework into their education systems with local content integration.

      The Ministry shall develop a Civic Teacher Preparation Program in collaboration with universities and education boards to train instructors in the new framework.

      Let it be known, as provisioned under §V.III of the Elected and Accountable Council Act 2020, I will be filing a motion with the European Court of Justice to suspend the illegally appointed councillors pending a lawful, fair election in the country to establish a valid Councilor within the bounds of European Law.

      Therefore, citing my duties under §V.III of the EACA, I find that the Union of Syndicates has not satisfied §I.II of the Elected and Accountable Council Act 2020:
      "The governments of European Union member states may not appoint or dismiss their Councillor without following an official democratic process outlined in this Act."

      Not only have these councilors appointed by the UoS Government been invalid per European Law, but they have demonstrated an innate lack of respect for Council procedures, breach of local and regional law, and proved to be a direct threat to the public safety.

      The UoS, in the actions of its councilors, has violated the Anti-Terrorism Act 2006 in its appointment of clearly unstable persons to this chamber and the continued instability rampant within their borders, see §II.3:
      "Declares that every state has the duty to refrain from organizing, assisting or participating in international terrorism or acquiescing in activities within its territories directed towards the commission of such acts."

      Thus, citing these measures, I hereby use the powers and duties given to me to protect this council to prohibit the entry of the appointed councilors into this chamber pending a valid election in the UoS.

      The EU should combat climate change as a single entity; but its actions should not be repressive. It should instead primarily focus on re-organizing the effort in the form of encouragement - allowing member-states to coordinate efforts regarding research into the transition and the necessary technology, as well as partnering with existing financial institutions as to allow for funding to those who are innovating, so to speak.

      Not a single unit more will be taken; not a single regulation more will be forced upon the European people.

      Good Bye Spain!

      Yesterday the Ministry of National Defense announced its intention of closing the Spanish Military base that has been the center of some disputes, The MND said that the spanish base is a threat to Mennrimian sovereingty as the governments of both countries have diferent views that could in the future be bigger, the Minister of Defense then urged the national government to close the base and renegotiate the terms of the treaty that established the base.

      Today in an emergency parliament session the MPs voted to freeze the treaty with spain and remove the base, the vote passed with an 80% of aproval,
      its biggest supporters being the National party and the Comunist party, The Progressive conservative party that holds the mayority although divided voted on favor of the removal,
      The Prime Minister adressed the matter in a press conference an hour later and declared the vote a step back on the betterment of relations with the Kingdom Of Spain, then urged the MFA (Ministry of Foreign Affairs) to contact the spanish authorities to prepare the closing of the base and to renegotiate the terms of the treaty

      I can not differ but agree with the statements made by Councillor Falk and Councillor Muzhare. I'm also really dissapointed with your conspiracy theories Mr. van Allen, because I can guarantee on behalf of the European Progressive Alliance that there is no campaign to derrail or doom your proposals, and some of your passed ike the mentioned co-authored Space Exploration Act.

      In this council, you can win or lose, but you need to recognise your defeat as you do with your victories. This is the forst time you didn't withdraw a proposal, which is something we must thank because we are not losing our time on voting and debating things are going to be withdrawn. Also, amending the proposals in the Council is something you've also tried to do in several meetings and no one blamed you for that, why should we blame Cllr. Falk now? Because she amended your proposal and made it fairer? Because it ruined your hidden purposes?

      The debate said everything: The Duxburian Union would stand against it, same with myself and other councillors. Amendments were needed and still we all have voted against. Blaming the EPA for that insane obsession with the Eurogroups and the Conspiracy theories are not out of place, but stupid. And talking about Eurogroups, I may advice you to get your councillors moving instead of blaming the others. I haven't seen them voting in weeks, and about their proposals, the last one was withdrawn. I think is not the EPA fault they don't do a thing, nor is that the EPA Councillors, which by the way have freedom to vote as they wish to, vote against this proposal.

      Mr. van Allen, I think that as a person who was elected to represent his nation in a "democratic" way, you also need to stop blaming the others for your own defeats. The European Union works like this, you may like it, you may not, but we work like this. As I said before, we sometimes get our proposals passed, we sometimes just don't. It's not about Eurogroups, it's not about Councillors, it's not about countries: it's about the bills' content. So please, stop making complaints when the result is not the one you wished and let's continue working for a better Europe, which I think it's the main purpose of every councillor here.
